Victor Santiago, Jr. (born September 6, 1977), better known by his stage name N.O.R.E. or P.A.P.I. and formerly Noreaga, is an American rapper from Queens, New York City. He is one half of East Coast hip hop duo C-N-N, alongside fellow Queens-based rapper Capone.
