Ballots take shape for spring elections

It's time to start thinking about elections again.

North Kansas City: Enough candidates filed for a seat on the City Council that a primary election will be held Feb. 8 for Wards 3 and 4.

In Ward 3, incumbent Amy Rutledge is being challenged by Richard Stewart and Zachary Clevenger.
